WhatsApp Messaging Charges - How Meta Bills Your Messages

How WhatsApp messaging charges work. Per-message billing, free windows, template categories, market rate cards, volume tiers, and ways to cut your Meta bill.

Overview

WhatsApp messaging charges are billed by Meta, not by ChatMaxima. When you connect a number through the WhatsApp Cloud API, the WhatsApp Business Account stays under your own Meta business portfolio, and Meta charges the payment method on that account for the messages it delivers. Your ChatMaxima subscription is a separate bill that covers the platform itself, and ChatMaxima adds no markup to what Meta charges you.

Meta bills per delivered message. You are charged when a template message reaches the recipient, and the amount depends on the message category and the recipient's country. There is no conversation-window charge and no charge for messages that fail to deliver.

Note: Rates change on a fixed quarterly calendar. The figures on this page track the current rate card. Message Categories

Every message you send falls into one of four categories, and the category decides whether and how much you pay.

Marketing is the most expensive category by a wide margin. Utility and authentication sit at a fraction of the marketing rate and also qualify for volume discounts. Getting a template into the right category is one of the two biggest levers on your bill.

Note: Meta re-categorises templates it disagrees with. A shipping update written with promotional language can be reclassified from utility to marketing, which multiplies its cost several times over. Keep transactional templates strictly transactional.

Free Messages

The other big lever is timing. Two windows make messages free.

The 24-Hour Customer Service Window

The customer service window opens the moment a customer messages your business and runs for 24 hours from their most recent message. Inside it:

  • Service messages are free. Your agents in the shared inbox and your Studio bot flows can reply with normal text, images, video, and documents at no cost.
  • Utility templates are free. An order confirmation sent inside the window costs nothing. The same template sent outside it is charged at the utility rate.

Inbound messages from customers are never charged.

The 72-Hour Free Entry Point Window

A Free Entry Point (FEP) window is a longer free period triggered by paid entry points:

  1. A customer taps a Click-to-WhatsApp Ad or a Facebook Page call-to-action button and messages you.
  2. A standard 24-hour customer service window opens.
  3. You reply within those 24 hours.
  4. A 72-hour Free Entry Point window opens from the moment you replied.
  5. Every message you send in those 72 hours is free, marketing templates included.

The one restriction is that the customer must be on the WhatsApp mobile app. Desktop and web users do not trigger a Free Entry Point window.

Rate Card by Market

Rates are set per market and category pair, so the same marketing template costs very different amounts depending on where the recipient is. Rates below are USD per delivered message.

Beyond the markets with standalone rate cards, Meta groups the remainder into regional buckets such as North America, Rest of Africa, Rest of Asia Pacific, Rest of Central and Eastern Europe, Rest of Western Europe, Rest of Latin America, and Rest of Middle East. Additional markets are being moved onto standalone rate cards over time.

Billing Currency

Your WhatsApp Business Account is billed in a single currency that is fixed when the account is created and cannot be changed afterwards. Meta currently publishes rate cards in:

USD, AED, ARS, AUD, BRL, CLP, COP, EUR, GBP, IDR, INR, MXN, MYR, PEN, SAR, and SGD.

Choosing a billing currency that matches where most of your recipients are removes a layer of exchange-rate drift from every message. If you operate in a market with local-currency billing, use it.

Volume Tiers

Volume-based tiering discounts high-volume senders on utility and authentication messages. Marketing messages are excluded.

Thresholds and discount percentages differ by market and category. Meta publishes volume tier CSV and PDF rate cards per currency, and those files are the authority on where your breakpoints sit.

Worked Example

A business messaging customers in North America sends the following in a month.

Step 1, strip out the free messages. All 20,000 service replies are free. Assume 40 percent of utility templates, 12,000 of them, land inside an open customer service window and are also free. That leaves 18,000 chargeable utility messages.

The 32,000 free messages in that month would have cost roughly $109 at utility rates, and far more had they gone out as marketing templates. On top of the Meta total you pay only your flat ChatMaxima subscription, with no per-message markup.

Meta Business Agent Messages

Meta bills AI agent messages on the Meta Business Agent platform separately from template messages, per token rather than per message, at USD 2.00 per one million tokens. In practice that works out to a few cents per message depending on how long the exchange is. If you run AI-driven conversations at volume, budget this as its own line rather than folding it into your template spend.

When Rates Change

Meta only changes WhatsApp rates on four dates a year: 1 January, 1 April, 1 July, and 1 October. Notice periods are committed in advance.

What Changes on 1 October 2026

Two changes are already announced for the next rate date, and both affect budgets materially:

  • Utility and service messages inside the customer service window become chargeable. The 24-hour window will no longer make replies and utility templates free. If a large share of your volume currently rides on that window, model your spend again before October.
  • More markets move to standalone rate cards, so recipients currently priced under a regional bucket may shift to a different rate.

Max-Price Bidding for Marketing Messages

Meta is rolling out max-price bidding for businesses integrated with the Marketing Messages API. Instead of paying the published rate for every marketing message, you set a maximum you are willing to pay per delivery, and Meta charges that amount or less based on how it values each recipient.

Max-price applies only to marketing messages. Utility and authentication stay on fixed rates with volume tier discounts, so your transactional costs remain predictable.

Five Ways to Reduce Your WhatsApp Charges

1. Send Utility Templates Inside the Customer Service Window

Utility templates are free for 24 hours after a customer messages you. Build your flows so order confirmations, booking confirmations, and account updates fire immediately after a customer interaction rather than as standalone outbound sends later. Note that this lever changes on 1 October 2026.

2. Build Campaigns Around Click-to-WhatsApp Ads

A Free Entry Point window makes 72 hours of messaging free, marketing templates included. If you run WhatsApp ads, plan the whole follow-up sequence, offer, recommendations, and re-engagement, to land inside that window.

3. Audit Template Categorisation

Review your approved templates on a schedule. A transactional message sitting in the marketing category can cost more than ten times what it should. Strip promotional phrasing from utility templates so they are approved, and stay approved, in the right category.

4. Consolidate WABAs Under One Business Portfolio

Volume tiers aggregate across every WhatsApp Business Account in the same portfolio. Separate WABAs for different brands or regions still combine their volume as long as the portfolio is shared, which reaches discount thresholds faster.

5. Choose the Billing Currency Deliberately

Currency is locked at WABA creation and cannot be edited. If you message primarily one market, aligning the billing currency with that market removes exchange-rate overhead from every message.

  • WhatsApp Business Calling API has its own rate cards by country, entirely separate from messaging. If you have enabled WhatsApp voice calls, budget those minutes on their own line.
  • Local taxes apply on top of both bills in many countries. In India, for example, 18 percent GST is added to Meta's charges and to platform fees.

Troubleshooting

A Broadcast Failed with a Billing Error

  1. Open Meta Business Suite > Settings > Billing and payments > Payment methods.
  2. Confirm a card or bank account is attached to the correct WhatsApp Business Account.
  3. Confirm the method shows as Active and is not expired or declined.
  4. Newly added cards can take up to 24 hours to verify. Wait before relaunching a large campaign.
  5. Re-run the broadcast from Campaigns.

Marketing Messages Are Blocked with "Pending Valid Payment Method"

This is a payment problem, not a template problem. Fix the payment method in Meta WhatsApp Manager, then check the status again on the Marketing Messages page.

The Bill Is Higher Than Expected

  1. Check whether templates you expected to be utility have been recategorised as marketing.
  2. Check how many utility templates went out outside customer service windows. Those are chargeable.
  3. Confirm your Free Entry Point windows are actually opening. They require the customer to be on the WhatsApp mobile app.
  4. Check whether a rate change landed on 1 January, 1 April, 1 July, or 1 October.
  5. Check whether AI agent conversations are adding per-token Meta Business Agent charges.

Volume Tier Discounts Are Not Applying

  1. Confirm the messages are utility or authentication. Marketing has no volume tiers.
  2. Confirm the WABAs are under the same Meta business portfolio.
  3. Remember that free utility messages and Free Entry Point messages do not accrue toward tier thresholds.
  4. Remember that counters reset on the first of each month.
